What was the event about?
The event consists of two segments: Sonic's Roulette & The Deadly Maze and you can participate in both.
Sonic's Roulette
Talk to Nuckles Meme Gifter (Omegamap,160,288) to claim 5 coupons every 3 hours, the coupons are used to activate the sonic roulette.
